We kicked off Aerial Cities 2024 in London with a panel on the emerging trends, challenges, and regional variations in integrating aerial mobility into urban environments.
During the session, panellists highlighted key achievements in aerial urban development, including Hamburg’s drone port launch, Coventry’s regulatory framework, and Dublin’s efforts to address planning gaps. The session also explored regulatory challenges, including airspace control, rogue drone operations, and the need for geo-zoning to facilitate structured growth. Collaboration among cities, industry leaders, and policymakers emerged as a central theme, reinforcing the importance of a coordinated approach to adopting urban air mobility solutions.
Lorenzo Murzilli, Co-founder and CEO of Murzilli Consulting, moderated this panel and was joined by Denise Braemer, Hamburg Aviation’s Project Lead for CITYAM (Interreg Baltic Sea Region - Hamburg); Sunil Budhdeo, Transport Innovation Manager at Coventry City Council; Thomas Curran, Head of the Survey & Mapping Division at Dublin City Council; Ewa Gowers, Head of SARG Operations & Programmes at the UK Civil Aviation Authority; and José Javier Rodríguez Hernández, Deputy Director of Traffic Management and Taxi Service at Madrid City Council, as they analysed the most recent trends, challenges, and achievements in aerial urban development, drawing insights from cities, regions, and Civil Aviation Authorities (CAAs).
Cities racing to the sky: Which urban centres are leading the drone revolution?
Drones are no longer a futuristic fantasy — they're here. But which cities are making the biggest strides?
In Hamburg, progress has been driven by Hamburg Aviation, which has fostered collaboration between government, city authorities, and industry stakeholders. One of the most significant milestones was the opening of a dedicated drone port in June, marking a substantial leap in the city’s infrastructure for aerial mobility. This facility has enabled increased visibility through demonstration flights and provided a physical space for innovation and testing.
“That was a big change for us to have sort of an onsite area where drones can be stored, charged, and controlled from a central site,” explained Denise.
Meanwhile, Dublin and Coventry emphasised their strides in using drones for practical applications. Dublin City Council’s Thomas (Tom) discussed the need to integrate drones into urban planning, explaining that there was no mention of drones whatsoever within Irish planning regulations.
“When you consider how crucial and how important drone technology is — be it delivery, other commercial enterprises, emergency response, magical deliveries, or eventually eVTOL — that has to be incorporated into our planning regulations,” said Tom.
Coventry has positioned itself as a pioneer in urban air mobility, being one of the first cities in the world to host a live demonstration of a vertiport within an urban environment. Over the past year, Coventry has focused on identifying practical applications for drones that can directly benefit local authorities. Drones have been deployed for tasks such as surveys, bridge inspections, and highway monitoring, providing tangible value while simultaneously gauging public perception and acceptance of this technology.
To support its efforts and share its learnings, Coventry has developed a comprehensive regulatory framework tailored for drone operations. Sunil emphasised that it’s all about building a foundation that can be shared with others for use and adaptation. By actively embracing these advancements, Coventry continues to demonstrate leadership in integrating drones into urban settings while helping other cities navigate the transition to air mobility.
Both cities stressed the importance of public acceptance and the necessity of updating planning regulations to accommodate drone operations.
The battle over the skies: Who controls urban airspace?
Regulation is the final frontier in urban air mobility. As cities navigate this new era, who gets to decide where and how drones operate?
Ewa of the UK’s CAA outlined the significant progress made through the adoption of the SORA methodology and the digitisation of application processes.
Real-world applications, such as the NHS trials for medical deliveries in London, exemplify the tangible benefits of regulatory innovation.
“These regulatory changes are allowing the industry to fly in different and new ways than they were before and making it more accessible,” explained Ewa.
Madrid City Council’s José Javier echoed this sentiment, noting the transformative impact of political support. While these topics remained relatively unnoticed in 2023, they now benefit from a clear political mandate from the city’s mayor and the backing of several study groups.
Emergency services and police are given absolute priority in Madrid’s urban airspace, but coordination challenges arise when multiple entities, such as local and national police, operate drones in the same area without systems to detect each other. To address this, a national regulation introduced mandatory beacons for drones, aiming to improve tracking and monitoring capabilities.
While Madrid is in preliminary discussions with providers to explore effective solutions for airspace monitoring, active systems are not yet in place. In emergencies, police take command of the airspace, mirroring their coordination of ground traffic, ensuring unified control during high-severity incidents.
José Javier emphasised the importance of a cautious, step-by-step approach to regulation, avoiding overregulation too early, particularly as future needs like drones or advanced transport services remain uncertain.
“From the regulator point of view, the biggest mistake is to pass too much regulation too early,” he stated.
Ultimately, he stressed that urban planning involves balancing costs and benefits to ensure fair and effective use of public spaces.
“It is very important to understand the value that the service provides to all the citizens to define what is the regulation to promote or to control this,” explained José Javier.
Coventry is also addressing the complex challenges of integrating urban air mobility, with a particular focus on regulatory gaps and the issue of rogue drone operators. Local authorities, often unprepared to manage unregulated drone activity, face difficulties in establishing clear guidelines. Coventry, however, has leveraged its progressive stance to collaborate with the CAA, industry partners, and planners to develop this much-needed regulatory framework.
While the framework remains a work in progress, it highlights the city’s commitment to learning and adapting as it works toward a sustainable and regulated future for urban air mobility.
Not very differently, Dublin faces pressing challenges in integrating drone technology due to the lack of planning regulations that account for urban air mobility. Addressing this, there is a growing call to establish designated zones for drone operations, which would provide clarity and enable structured growth in this sector. Currently, drone delivery companies like Manna and Wing have proven successful but are constrained by the absence of regulatory alignment.
One critical consideration is the need for tailored infrastructure to support different delivery models. For instance, medical deliveries could benefit from centralised warehouses located on the city outskirts, where space is more affordable. Such facilities would allow hospitals to repurpose their internal storage, optimising logistics and enhancing efficiency.
Dublin’s small size and limited space further emphasise the urgency of integrating drone technology into urban planning. While the city has seen early successes, the planning framework must catch up to ensure sustainable and effective deployment of drone services.
“As I say, you know, it's successful. We now have to catch up from a planning point of view,” explained Tom.
Without a doubt, engaging planning regulators and government agencies is essential to creating the necessary zoning and infrastructure that can support the growth of urban air mobility while addressing practical and logistical challenges.
Public opinion vs. progress: Will people accept a sky full of drones?
A recurring theme throughout the panel was the importance of collaboration. Panellists were each from different cities, countries, and focus areas – yet the need for everyone to be involved was made clear consistently throughout the panel discussion.
When speaking of UK CAA initiatives, Ewa emphasised that our industry is very much an ecosystem where we all must work together, regardless of each party’s specific background.
“You can't just have one person push forwards; you all have to be moving forwards at the same pace or else you'll fall at different hurdles,” stated Ewa.
Initiatives like the UK’s Future Flight Action Plan demonstrate how coordinated efforts can align regulatory, operational, and technological advancements.
Denise stressed the importance of transparency, emphasising the need to communicate the public benefits of drones, such as flood monitoring and medical deliveries. After all, if people don’t trust drones, they won’t support their widespread use.
This year, efforts in Hamburg expanded into broader media engagement, leveraging news outlets and print media to reach wider audiences. The official opening of the city’s drone port, where political stakeholders were invited, was also advertised with 5,000 flyers distributed to residents near the drone port, providing an opportunity for citizens to see the facility, observe drone flights, and better understand the technology. The engagement extended beyond demonstrations, incorporating use cases such as flood control and infrastructure management, which resonate deeply with Hamburg residents due to the city’s history of flooding.
In addition to in-person outreach, Hamburg has been gauging public sentiment through surveys. A baseline survey conducted in May 2024 revealed that attitudes toward drones were highly dependent on their use cases: Applications offering public benefits, such as inspection services and medical deliveries, received positive feedback, while air taxis elicited more scepticism, highlighting the need for further education and dialogue.
Dublin has taken significant steps toward embracing drone technology through the launch of its Drone Innovation Partnership (DIP), a collaborative effort involving Maynooth University and the Irish Aviation Authority. This initiative explores various practical applications of drones, such as U-space integration and innovative services like drone-in-the-box solutions. While Dublin currently supports two drone delivery companies, expansion into city centre areas has been hindered by the absence of suitable drop-off locations and the lack of recognition for drone operations in Irish planning regulations, as Tom explained.
This gap has sparked efforts to engage with stakeholders across sectors, raising awareness among developers and policymakers about the importance of incorporating drone infrastructure into urban planning.
“This is not something that’s happening in the future — it’s happening today,” stated Tom, emphasising the importance of Dublin learning and adapting to the development of drone-enabled urban solutions.

Coventry is also advocating for stronger collaboration between cities, industry stakeholders, and regulators, recognising the distinct requirements of urban environments compared to rural settings. Sunil emphasised that the primary challenge for urban drone operations is public acceptance, not yet the monetisation of access to space. Introducing costs at this early-stage risks reducing uptake, so the focus remains on demonstrating the operational benefits of drones.
The long-term goal is to integrate drones into daily operations and build public trust. Once this is achieved, and the regulatory framework is fully developed, cost structures, such as fees for space usage, can naturally follow. For now, the priority is to normalise drone operations, establish the necessary regulations, and demonstrate their value to both the public and stakeholders.
The future of drones: From theory to reality
Looking ahead, cities are planning geo-zones to structure urban air mobility.
Dublin, for example, is actively exploring the use of geo zones to balance urban airspace restrictions with the needs of emerging drone technologies. Future workshops will involve national bodies, government offices, airports, and commercial stakeholders to address other sensitive areas while ensuring that essential operations like emergency response and health and safety remain prioritised.
The goal is to create nuanced geo zones that avoid blanket no-fly restrictions and instead support the safe and beneficial integration of drones into the city.
“We can't have a city that's just completely geo blocked; that won't work,” explained Tom.
While challenges remain, the future of aerial cities is bright, driven by innovation, public engagement, and robust policy frameworks.
In his closing remarks, Lorenzo highlighted the significant progress made in aerial cities over the past year, contrasting the uncertainty and lack of infrastructure discussed in last year’s conversations with the advancements evident today.
Political support, regulatory frameworks, and established drone ports, which were once absent, are now shaping the landscape. Technical discussions have matured, focusing on critical subject matters that signal meaningful development. This shift from uncertainty to constructive progress is a promising sign, setting a positive tone for 2025 and paving the way for further innovation in urban air mobility.
