Hamburg Aviation’s collaborative demonstrations: Real-world applications of drone technology
One of Hamburg Aviation’s flagship projects, CITYAM, is a forward-thinking initiative focused on integrating urban air mobility solutions within cities. The CITYAM project exemplifies the power of international collaboration. By partnering with Finland, Sweden, Latvia, Estonia, Poland, and Germany, Hamburg Aviation draws on diverse policies and unique use cases to refine UAM integration strategies. Each country contributes valuable insights: for instance, Finland’s expertise in emergency response, Sweden’s environmental monitoring advancements, and Estonia’s streamlined regulatory approaches. This collaborative approach ensures that UAM strategies are both practical and scalable across Europe.
Hamburg’s pilot projects illustrate the transformative potential of drones in city operations. The planned 100+ flights in Hamburg’s harbour, in partnership with the Hamburg Port Authority, demonstrated how drones streamline floodgate inspections -- a traditionally arduous process -- by reducing time, labour, and costs. Similarly, drones are revolutionising road, bridge, and waterway inspections, providing faster, safer, and more cost-effective alternatives to traditional methods.
“We’re developing solutions that encourage cities to adopt drone integration from a city-owned perspective,” Denise noted.

These demonstrations highlight the practical benefits of UAM, showcasing efficiency gains that make a compelling case for widespread adoption.
Hamburg Aviation’s mission: Fostering collaboration in the aviation ecosystem
Hamburg Aviation serves as the city’s aviation cluster, fostering collaboration among more than 200 stakeholders, including industry giants like Airbus and Lufthansa Technik, as well as innovative startups. The cluster’s mission is to unite stakeholders across the aviation ecosystem to drive technological advancements and integration. Funded by the city of Hamburg, the cluster also leads international collaborations, positioning Hamburg as a hub of innovation and expertise in urban air mobility (UAM).

The cluster’s emphasis on passenger experience ensures that technological advancements translate into tangible benefits for travellers. Hamburg Aviation works with airlines and service providers to develop solutions that enhance comfort, reduce travel times, and streamline airport processes. Innovations like noise reduction technologies and eco-friendly design elements make air travel more enjoyable and sustainable for passengers and communities alike.
Focused on sustainable aviation, Hamburg Aviation innovates in lightweight materials and structures. The development and deployment of advanced composite materials not only enhance aircraft performance but also contribute significantly to fuel efficiency. Hamburg Aviation collaborates with industry and academic partners to design these materials, ensuring that they meet the highest standards of safety and sustainability. These innovations reduce costs and emissions, supporting the industry's move toward greener operations.

CITYAM Project: A comprehensive blueprint for UAM integration
CITYAM, Hamburg Aviation’s Interreg Baltic Sea Region project, spans six countries -- Germany, Finland, Sweden, Latvia, Estonia, and Poland -- to develop tools and strategies for seamless drone integration. These tools include a Geographic Information System (GIS) to identify optimal drone landing and take-off sites, considering urban development for the next 50 years. This GIS tool empowers cities to plan proactively, ensuring drones become a natural part of future cityscapes.
“If we’re thinking about the cities of tomorrow, we need to consider drone integration today,” Denise explained.
Denise elaborated on the modular toolkit provided by CITYAM, which includes interactive elements like public demonstration days, colour-coded drones for transparency, and stakeholder questionnaires. The toolkit is designed to adapt to different cities’ needs, helping them understand how UAM fits into their unique environments. For instance, colour-coded drones help citizens visually associate each drone with its purpose -- red for emergency response, blue for infrastructure inspections, and so forth.
“This fosters trust and clarity, which are essential for public acceptance,” Denise added.

In Hamburg’s harbour area, over 100 drone flights were planned this summer in partnership with the Hamburg Port Authority. These flights, focused on floodgate inspections, highlight how drones can significantly improve efficiency. Traditional inspection methods are labour-intensive and time-consuming, while drones can complete the same tasks faster, with fewer resources and enhanced safety.
Public acceptance: Building trust and excitement in urban air mobility
Public acceptance remains a key factor in UAM success and, therefore, in the CITYAM initiative. Hamburg Aviation’s public acceptance toolkit is designed to help cities understand their population’s readiness for drone operations and address any concerns. The toolkit incorporates interactive elements such as the public demonstration flights and colour-coded drones to visually communicate their purposes.
“We’re working to ensure the public feels connected to and informed about drone operations,” Denise explained.
The initiative also includes public engagement days, where stakeholders and residents can observe drone use cases and participate in discussions about their benefits and implications.
Recognising the critical role of political stakeholders, Hamburg Aviation’s toolkit also includes tailored questionnaires to help cities assess their readiness for UAM. These tools facilitate dialogue between policymakers and UAM experts, ensuring cities are equipped to adopt drone technologies in alignment with local needs and priorities.
“Engaging political stakeholders is crucial for creating supportive regulatory frameworks and fostering public trust,” Denise added.
The toolkit’s modular design allows cities to approach UAM integration at their own pace, guided by data-driven insights and best practices.
Windrove network: Driving innovation through collaboration
Hamburg Aviation’s efforts are amplified by its membership in the Windrove network, a UAM-focused sub-network that facilitates knowledge sharing and collaboration. Windrove promotes the commercial use of drones in the Hamburg region, connecting users, developers, and suppliers since 2017 to advance safe and fair UAV applications. Hamburg’s strong industries, efficient regulations, and compact geography make it ideal for shaping UAM. Supported by the Free and Hanseatic City of Hamburg, Windrove facilitates knowledge sharing among Hamburg’s stakeholders, ensuring cities can then replicate these successful strategies.
By connecting industry leaders, academic institutions, and public authorities, Windrove creates an ecosystem that accelerates the adoption of sustainable and efficient urban air solutions. This ecosystem not only promotes innovation but also ensures that cities across Europe can replicate successful UAM strategies.
Sustainable aviation: Innovating for a greener future
Hamburg Aviation is also deeply invested in advancing sustainable aviation technologies. The cluster collaborates with industry leaders to develop sustainable aviation fuels (SAF) and reduce carbon emissions. While recent setbacks, such as the discontinuation of a SAF production project, have posed challenges, Hamburg Aviation remains steadfast in its commitment to sustainable innovation.
“Sustainability is not just a trend; it’s a necessity for the future of aviation,” Denise affirmed.
Beyond SAF, Hamburg Aviation supports electric and hybrid-electric propulsion systems as a means of reducing emissions. The cluster’s partnerships with universities and research institutions facilitate the development of new propulsion technologies, ensuring Hamburg’s leadership in sustainable aviation.

Looking ahead: The future of urban air mobility and sustainable aviation
Reflecting on Amsterdam Drone Week, Denise highlighted the event’s importance as a platform for international dialogue that continues to drive the next phase of drone adoption.
“The technology is here,” she said, “but integrating it safely and effectively into cities requires global collaboration.”
